LTB L10: Application to Collect Money a Former Tenant Owes
Collect arrears, compensation, utilities or damage costs from a tenant who has already moved out — filed within one year.
What the L10 is
Since the RTA was amended in 2021, landlords no longer need to sue former tenants in Small Claims Court for most tenancy debts — the L10 brings those claims to the LTB. It covers rent arrears, compensation for overholding, unpaid utilities, damage beyond normal wear and tear, and certain other charges, against a tenant no longer in possession.
The hard limit: the application must be filed within one year of the tenant moving out of the unit. The landlord must also take reasonable steps to give the former tenant notice of the hearing at their last known address (or a better one if known).
How to fill it out
- Confirm the timeline — the move-out date starts the one-year clock. Past a year, the claim is out of time.
- Itemize each head of claim separately: arrears (ledger), utilities (bills), damage (photos, invoices/quotes), overholding compensation. Round numbers without documents get discounted.
- Use the L10-specific Certificate of Service when serving the former tenant — service on former tenants has its own rules; document every attempt to locate them.
- File and pay the fee, then prepare a tidy evidence brief for the hearing.
- After an order is issued, it can be filed with the Small Claims Court for enforcement (garnishment, writs) if the former tenant does not pay.
