LTB L9: Application to Collect Rent the Tenant Owes
Money-only application: collect arrears from a current tenant without asking for eviction.
What the L9 is
The L9 asks the LTB for a payment order only — no eviction. It is used when the landlord wants the arrears dealt with but intends to keep the tenancy alive: for instance a long-term tenant going through a rough patch, or a commercial-style relationship where eviction would be counter-productive.
No prior notice of termination is required (there is nothing to terminate), but the tenant must still be in possession of the unit when the application is filed — once they have moved out, the correct application is the L10. The LTB’s monetary jurisdiction tracks the Small Claims Court limit, so substantial arrears can be handled without going to court.
How to fill it out
- Complete the rent ledger carefully — periods, rent charged, amounts paid, running balance. The ledger is the case.
- Only rent can be claimed on an L9 — not utilities, damage, or NSF fees.
- File via the Tribunals Ontario Portal and pay the fee (recoverable if you succeed).
- Before the hearing, update the Board on any payments received (the L1/L9 Information Update form) so the order reflects the true balance.
- If the tenant stops being in possession before you file, switch to an L10 instead. And if you later decide you do want to end the tenancy for the same arrears, that requires an N4 → L1 track — an L9 order alone does not evict.
